Shaping new councils in Essex: the Leader's view

As Leader of Chelmsford City Council, I believe we have a once-in-a-generation opportunity to reshape how local government works for our communities.

The government will be consulting soon on the future structure of councils in Essex – ‘local government reorganisation’ – and I urge everyone to take part.

There are several options on the table, but I and nine other council leaders in Essex firmly support having five new unitary councils.

Why?

Because it’s the option that puts people first.

New research shows smaller, more local councils deliver better services, are more responsive to you as residents, and offer better value for money.

A five unitary model would mean councils closer to the communities they serve – with local leadership, local accountability, and local priorities at the heart of decision-making.

Staying as we are now is not an option – the government wants fewer local authorities that deliver most services to residents. The current two-tier structure which exists for most of the county is outdated and often confusing.

A five unitary model would simplify things, reduce duplication, and ensure every pound of public money is spent wisely.

We know there are other options being considered – including fewer, larger authorities – but we believe these will be challenged in maintaining the local connection that matters so much to you.

Bigger isn’t always better.

The upcoming consultation is your chance to have a say in how your council works for you. I encourage everyone to read the proposals, think about what kind of local government you want, and make your voice heard.

Let’s build a future where councils are truly local, effective, and focused on what matters most to our communities.
