Council prepares to submit Chelmsford’s Local Plan to the Government for examination

The final stage of Chelmsford’s Local Plan review is set to begin, with city councillors asked to agree that the Local Plan is ready to be submitted to the Government for examination by an independent planning Inspector.

The Local Plan and supporting documents will first be presented to Chelmsford City Council’s Policy Board for consideration at its meeting on Monday 18 May 2026, before progressing to seek agreement from Cabinet and Full Council too, over the coming weeks.

Councillors will also be asked to review new pre-submission background documents, including the Regulation 22 Consultation Statement and a Schedule of Proposed Modifications. These provide important information for the Inspector on the main issues raised during the Local Plan consultations and the council’s response to them.

The Local Plan will help guide development, making sure Chelmsford remains a vibrant and attractive place to live, work and visit.

Why it’s important to have a Local Plan

Chelmsford needs an up-to-date Local Plan to help ensure growth is properly planned. This is especially important because the Government has increased Chelmsford’s annual house-building target by 51%. Without a robust Local Plan, the city council would have much less influence over where development takes place and could be forced to allow development in locations that may be unsuitable.

The Local Plan will also support local jobs and businesses; help coordinate investment in infrastructure and community facilities such as road improvements, schools, healthcare and work spaces; and offer a blueprint for the land supply and delivery of new homes as required by the Government.

By law, councils must review their Local Plans at least every five years to check whether they need updating. The review ensures the Local Plan reflects changing national policy and local circumstances, helping to meet the needs of current and future residents across Chelmsford until 2041.

How the Local Plan has been prepared

Chelmsford’s Local Plan review began in winter 2021. The process is broken down into several comprehensive stages to ensure the review identifies and addresses the right issues and that there are ample opportunities to engage with stakeholders and the local community.

  • First stage: The first public consultation took place in summer 2022 when the Issues and Options document was published. It set out the key considerations for future development in Chelmsford and the potential approaches that could be taken.
  • Second stage: Responses from the Issues and Options consultation, together with supporting evidence and national policy, informed a Preferred Options document, which was consulted on in May and June 2024.
  • Third stage: Using information and feedback gathered in the previous stages, the Pre-Submission document focuses on legal compliance and consistency with national planning policy. Public consultation was held in early 2025.
  • Fourth stage: A focused consultation on additional and expanded housing and employment sites took place in November 2025 to January 2026.

Getting ready to submit Chelmsford’s Local Plan

The Local Plan is now entering its final stage, so several background documents have been produced to provide important information to the Inspector. These include a Regulation 22 Consultation Statement and a Schedule of Proposed Modifications.

The Regulation 22 Consultation Statement helps the Inspector understand how the council has consulted with the public and stakeholders during the Local Plan review, the main issues raised during the consultations, and the council’s response to the representations. 

In order to respond to some of the representations received during the Pre-Submission and Additional Sites consultation stages, the council has proposed some minor changes to the Local Plan in the Schedule of Proposed Modifications document. These changes also include updates to ensure the most recent information is reflected in the Plan, and minor amendments to policy wording. 

The independent Inspector will decide whether to accept the proposed modifications.

If the Inspector accepts any modification that is considered necessary to resolve any soundness or legal compliance issues, the council will hold a public consultation on the changes so residents and stakeholders can have their say. 

Independent Inspector to be appointed

Submission is expected to take place in early June 2026 following agreement from Chelmsford City Council’s Policy Board, Cabinet and Full Council.

All Plan documents from the earlier stages, including comments from the Pre-Submission and Additional Sites consultations and the evidence base, will be sent to the Government alongside a wide range of supporting evidence.

The Government will then appoint an independent Inspector to review Chelmsford’s Local Plan. They will assess whether the plan is sound, legally compliant and consistent with national policy. To help them decide, they will hold an Examination hearing where council representatives, stakeholders and members of the public who made comments might be invited to speak.

The examination process and timescales will be determined by the Inspector and will be published in due course on the Chelmsford City Council website.

Follow the progress of the Local Plan

To seek formal approval for submission, the Local Plan will be discussed by councillors at the following meetings:

Monday 18 May at 7pm: Chelmsford Policy Board 
Thursday 21 May at 7pm: Cabinet
Tuesday 2 June at 7pm: Full Council
