Chelmsford City Council submits Local Plan to the Government for examination
Chelmsford’s Local Plan was submitted to the Secretary of State for Housing, Communities and Local Government on Friday 5 June 2026, following approval from Full Council.
The Local Plan will now be examined by an independent planning Inspector appointed by the Government.
A Statement of Fact, which formally confirms the submission of the Plan and its supporting documents, has been published on the council’s website alongside information about what will happen during the next stage of the process.
Local Plan to be reviewed by an independent Inspector
An independent Inspector will examine and assess Chelmsford’s Local Plan to decide whether it is sound, legally compliant and consistent with national policy. The Inspector will be supported by an independent Programme Officer, who will help to organise and manage the administrative and procedural parts of the process.
As part of the examination, the Inspector will hold several public hearing sessions where council representatives, stakeholders and members of the public who have made comments to the Local Plan may be invited to speak. These hearings are not for submitting new comments, but they do give respondents the chance to answer any questions the Inspector may have.
The Inspector will set the hearing timetable, with sessions expected to begin in autumn 2026. Notice of the hearings will be published at least six weeks in advance.
The Inspector will also review the Schedule of Proposed Modifications document, which lists proposed minor amendments to the Plan in response to representations received during the Pre-Submission and Additional Sites consultation stages. The changes include updates to reflect the latest information, as well as small amendments to policy wording.
If the Inspector proposes a modification that is needed to resolve any issues around soundness or legal compliance, the council will hold a public consultation after the hearing sessions are completed so residents and stakeholders can have their say on the changes.
Planning sustainable growth for Chelmsford
Having an up-to-date Local Plan is important because it will help Chelmsford to grow in a coordinated, sustainable and fair way. It sets out where new homes, jobs, schools, roads and green spaces are needed to make sure development is properly planned. It also helps protect valued landscapes, heritage and community facilities, while making sure infrastructure keeps pace with growth.
By law, councils must review their Local Plan at least every five years to ensure it reflects changing national policy and local circumstances. A robust Local Plan will help give Chelmsford a clear framework for managing future development and meeting the needs of current and future residents. Without a Local Plan councils leave themselves exposed to speculative developments that may harm our district, with a lack of infrastructure, green initiatives and much-needed affordable housing.
